WHATISJOPPA?
Cecil lives alone. In his yard he has ducks and chickens which he raises and cares for like pets. He says he's had some trouble with his neighbors trying to steal his chickens. He doesn't seem to like his neighbors very much. Every morning Cecil wakes up and bikes around Joppa on his tricycle collecting aluminum to be recycled. He has lived in Joppa since 1947.
